is there any difference in saying "here/there" instead of "out here/there"? what does the "out" before here/there give to the sentence?

The 'out' could suggest that whatever 'here/there' is referring to is remote, and possibly large and open. It could also mean 'not inside'. Which depends on the context of where you are, and what you are referring to. So - you might say 'out here' if you were in a desert. You could also say 'out there' to refer to an area outside the building you were in.

When saying here, you are pointing out something close to you and you are both in the same place with who you are talking to.When saying there, you are pointing out something far away from you and the one who you are talking to is in the same place with you too. When saying out here , you are pointing out something close to you where the location is outside while the person you are talking to is inside. When saying out there, you and the person who you are talking to are both inside and you are pointing something that is placed outside. ps:srry for my bad explanation

Outside, not indoors.

If you are saying "out here" it means that you are outside talking about something that is also outside. If you say "out there" it means that you are inside, talking about something that is outside. Does this help?
