When do you want to say: sorry I am late or sorry for something which word in Russian do you use? When do we use извините and when простите?

Обычно говорят - "Извините я опоздала(л)" или "Извините за опоздание". Можно сказать "Простите, я опоздала", но это звучит несколько преувеличенно, его можно использовать для того чтобы подчеркнуть как вы сожалеете за своё опоздание. Если вы разбили кому то машину, то уместнее все же использовать слово "Простите".)

I think that "извините" is used in formal situations mostly, when you're late, for example. "простите" is used when you feel guilty for doing something wrong. However, these words are interchangeable, it wouldn't be a mistake if you say "простите за опоздание" :)

You won't make a mistake by saying "извините" instead of "простите" and visa versa. These two words are totally interchangeble. Probably, "извините" is more often used in formal situations. Although "извини"/ "извини меня" is used both in formal and informal situations. "Прости(те)" sounds more sincere. But don't worry about it! They are absolute synonyms.
