This is quite confusing without more context. In European Spanish we say "que si esto que si lo otro" at the end of a series of elements to give the idea that the person is giving excuses or their motivations are not valid. Example: "Estuvo toda la tarde contándome historias sin sentido, problemas del trabajo, problemas con su pareja, que si esto que si lo otro...". It's a bit like "etcétera" but giving the impression that this etcetera is composed of unworthy elements. LOL this is quite tricky to explain. I hope you get the idea. I suppose this is what the original text is about, although I don't find it idiomatic.

Hello Jay, the truth is that even for me it is difficult to understand this sentence , an the expression is very weird and we don´t use it at all. Only in an informal conversation can be used in this way: ...empezó a decirme que si esto que si lo otro... (That´s means the oder person start making excuses...) I write to you a similar sentence: "Porque el valor de cada uno no depende de la opinión de los demás" I hope it helps
