Hi! This uses a colloquialism "the end all be all" which is to say, the final, perfect version of something. The person is saying Trump isn't the perfect version of corrupt and vile people. I think Carmen was being a bit generous. There is a difference between 'not a really bad guy' and 'not the vilest and most corrupt'. The normal phrase is 'be all and end all' - here at least.
