The difference between "meet" and "meet with"

I am wondering if there any difference between "meet" and "meet with". Here are 2 sentences, for instance:
Each student meets with an adviser at the start of the school year.
The president met the UK prime minister in London yesterday.

"meet with" usually implies it was on purpose, or a scheduled meeting.
- eg. "I met with the prime minister for lunch to discuss the issues with the fiscal policy"
"meet" can be used for both intentional and unplanned meetings.
- eg. "I met Tom Hanks once. He just happened to be sitting next to me on the airplane"
