"where as" can be considered as since , meanwhile. "Where as" and "whereas" doesn't means the same.
"Where as" are two seperated words grouping together in forming one meaning.
whereas means:
- while in contrast: while on the other hand
- because: for the reason that
- connects series of clauses: used to introduce each clause in a series

It is better to form the question asking "When is "where as" used?"
"where as" could have the following meanings:
- "considering that" ,.."since" ....
It is used here as a preliminary introduction as a basis for affirmative statements, commands or requests.This meaning is used mostly in formal documents.
- It is more often used as a conjunction opposing a preceding statement in the sense of " but on the other hand" or "while on the contrary". If the succeeding statement is not opposing it ,at least it is a different statement.
Example:
He likes to stay at home whereas she prefers to go out with her friends.
Here it is a recognition of 2 facts that are not opposing but of a different nature * staying at home versus going out*.

It is only one word: "whereas".
It means: "while on the contrary". Or sometimes: "considering that".
Example:
"I like cold weather, whereas my wife prefers hot weather.
