both forms are right.
1 Why DID you lie to me? refers to something I did in the past - probably a single event.
2. Who DO you lie to me? that is an accusation. the asker has noticed that I lied on many occasions in the past and has concluded that I always lie. Hence the question WHY DO YOU {always} LIE TO ME?
If my gf ever asked me # 2 i would either lie (HAHA) or tell the truth (but then, how would she know which one was the lie since she thinks i {always} lie?????
