Yo diría “¿en qué ciudad naciste?” o simplemente “¿dónde naciste?”

Por lo general se espera que la respuesta a esta última pregunta sea una ciudad porque cuando hablamos de países preguntamos es “¿de dónde eres?”, sobretodo si es evidente que la persona con la que hablamos es extranjera.
