As a non-professional teacher, but based on what I have heard and may say as a native speaker: Ask "for" is grammatically correct and clear. However, I have definitely heard examples similar to 1a, "ask permission" without use of "for." Example: "You want to come over after school?" "Let me call my parents first; I have to ask permission before I go to anyone's house." "Ask forgiveness" without "for" I have also heard but less commonly. Most likely there are regional variations in how common it is to use vs omit the "for." To be safe and grammatically correct, however, it is probably best to stick with saying "for" every time. Just be aware you may hear people skip it sometimes.
