It s a rather fexible concept.
"just outside" a city can mean different things depending on region and context.
For some it will mean not in the centre. not in the CBD.
For others it will mean in the suburbs,
For others it will mean, outside the official edge of the city, or outside of the of the city. but closer to this city than to any other city.
"Just" usually mean " a little", not far.

"Just" here means barely/close. For example, if you live 10 minutes outside of [city], you can say you live just 10 minutes outside of [city], or just outside of [city].
In other words, to be just outside the city means to be very close to the city but not in the city.

Hi Mohammad. Each city has official borders. So if someone lives just outside of Paris, for example, they live outside of the official boundary of Paris. This could be the suburbs, or in a neighboring village (that would have another name, another town hall, etcetera). For example, Gentilly, Clamart, and Vanves are just south of Paris. You can also say that a specific address is inside or outside the city limits. Hope that helps!
