This is a quote attributed to the feminist Gloria Steinem. A fish has no need of a bicycle, so the message is that women don't need to rely on men for their happiness, achievements or fulfilment.

A fish doesn't need a bicycle. - A woman doesn't need a man.
Maybe someone is disappointed.

Hello Murfu,
Gloria as a feminist ironically defies the saying " a woman without a man is like a fish out of water",where the man's role is indispensable and a woman can't practically do without a man.
She reduces the man's role in a woman's life to an almost insignificant one, of little or no importance. A fish obviously doesn't need a bicycle, moreover the fish has no slight relevance to a bicycle.
Her view undermines the male's role even. Hers was an outrageous response to the other extreme statement.
Between both extremes I would say:
" A woman without a man is like a fish without a nap."
