烦人 means annoying , troublesome or irritating .
你很烦人 = You are very annoying

I agree with others that it means"you are annoying". But sometimes, when some girls say so, it might mean the opposite.

If you mean "你很烦人“, I‘m afraid it's not a compliment.
It means "you are annoying".
