0.0000000001 can also be expressed as if it were a fraction: "one ten billionth". Eliot's answers would be understood any native speaker, but "ten to the negative ninety-ninth power" is slightly better form for expressing exponents.

1, 10E-99 = Ten to the minus ninety-nine. 2. 0.0000001 = Point oh oh oh oh oh oh oh one.
