I'm a high school student and next month I'll talk to an interviewer who works at Japan Foundation by telephone in Japanese. Do I have use 尊敬語 and 謙譲語?
Would he think I'm rude if I speak in 丁寧語?

It's so difficult to use 尊敬語　and 謙譲語　fluently. If you can't manage them smoothly, it' enough to use only 丁寧語。　He wouldn't think you rude.
