What does 'wrought technology' mean? ... firms buffeted by changes **wrought technology**, like the decline of traffic to bricks and mortar shops and cinemas.

It's a slightly odd sentence, maybe it sounds better in the context of what comes before. Wrought is usually an adjective meaning worked, shaped, altered. Wrought iron for example, where a blacksmith creates something out of iron. I've never seen it used as a verb, but I looked it up and it can be used as one (as the past tense of work). So, I guess they're saying that firms shaped technology (made it do what they wanted) in order to survive the changes (decline in shopping on the high street, going to the cinema, etc).
