Can you correct it which is consecutive question before? Secondly, the USA failed to install democracy twice in the cases of Afghanistan and Iraq. Japan is the only successful story to be a democratic nation, but the literacy rate was quite high in the end of World War 2 and the USA wristed the control from Japanese regime. In addition, the thought of democracy is based on western way and sometimes developed countries force to begin the democratic system ignoring original community system for authorizing the nation. Last, but not the least, democracy needs the action of middle class which has political policies and expertise of politics and other systems of the government. Take Arab Spring for example, only one country proceeded to the democratic nations and the others still have fought against dictators. Including the education level of the people, the shift from dictatorship into democracy requires huge amount of time. In the final analysis, to install democracy takes a long time and have a lot of problems, thus I disagree the statement.
