"Fair enough" is a fixed expression that can have a variety of meanings. Usually it means "that's reasonable" or "that's acceptable." But it can also be used to mean other things like "I understand" or "I admit that that's true."

It means it is just (as in justice), or at least a little bit just (just enough).
