They're actually both wrong. The correct way would be: "Books to read for beginners." Beginner needs to be pluralized to "beginners". The way it would often be written though is "Books for beginners" the "to read" part is not necessary because it is already implied within the word book.

Both are wrong. You can say any of the following: books for beginners to read books for a beginner to read a book for a beginner to read a book for beginners to read books for the beginner to read The words "to read" are superfluous. Books are automatically "to read" so it doesn't need to be said. In the last example, "the beginner" signifies the class of all beginners. You can do this with any adjective. For example, "the beautiful" is the class of all things beautiful.
