Why didn't you ask me?
1) I could have lent you the money.
2) I could lent you the money. (I mean lent as past form of lent)

Great question!
The first answer is correct. I could have lent you the money.
Could have + past participle means that something was possible in the past, or you had the ability to do something in the past, but that you didn't do it.
Another possible answer could be 'I can lend you the money'. This being in the present.
