At the - is used when a person is physically/metaphorically somewhere. For example...

Person - "I am at the bar"  

Metaphor - "I can't talk at the moment"

In the - is used when a person or an object is inside something, physically/metaphorically. For example...

Person - "Are you in the car yet?"

Object - "I left my book in the library"

Metaphor - "I'm in the middle of work"

To the - is used when a person is physically/metaphorically going somewhere. For example...

Person - "Let's go to the park today"

Metaphor - "Get to the point"

"NOTE" - this often trips people up, so here's a list of vehicles and how you would go about saying that you're travelling in them...

- On the - bus/train/motorbike/bicycle/plane

- In the - car/van/truck/tractor/helicopter

(Eu enviei alguns documentos para o novo departamento)

At the
Utilizado quando se quer falar em algo situado em um ponto exato.
Ex: At the moment, the door is closed.
(Neste momento, a porta está fechada)
