"Who needs help" is how you'd say it.

Bennett is right. In English, people say "Who needs help?" They also sometimes say "Who needs a hand?" or "Do you need a hand with that?"

What form I should use. Who needs help or who need help?. I ask group of people but I will offer help individually.
