Is eye-contact rude?
Eye-contact: Looking directly into someone's eyes.

In the U.S. and Australia, eye-contact is used to show the speaker you are paying full attention, or as a sign of respect. This is different to other countries where eye-contact can be disrespectful, or viewed as challenging authority.

It can be rude anywhere, depending on the context. It's accepted as polite behaviour not to make eye contact in crowded underground/subway trains, for example.

Eye-contact is important for Russian speakers and it shows their attention to each other (like in other countries you mentioned before). It never could be considered as something rude or impolite. So eye-contact is a necessary part of everyday communication. On the other hand, if you don't know someone and he/she stares at you (and says nothing or tries to get acquainted with you but you don't want or don't need it ), it may seem impolite and annoying.

Eye-contact in the Philippines shows a sign of confidence. People's opinions about eye-contact here vary so it depends on the kind of Filipino that you would meet. Usually those who look down or avoid eye contact are either shy or have low-self esteem here while those who could look straight in the eye are very confident. It's ok here to have eye-contact as long as you're not staring at someone for too long
