Actually, mosr foreighers are friendly, but also very independent. It doesn't mean every foreigher in street is wiling to find someone to talk to. I think there are two good ways, sigh in some SNS websites to find foreigners who want to chat with you, it's better to have a msn or skype ID because they support voice chat and it's more convenient to contact each other and share something. If you are a student, you can attend some activities like English corner. Sometimes foreigner teachers will also take part in such activity.
