No.
Preserve is to keep something from spoiling or getting damaged. You can preserve fruit, veggies, meat or fish. You can also preserve heritage books, clothes and jewellery.
Save is different. It means to use something frugally so as to have a surplus. You can save money, time, effort and so on.

I'll try to help. They mean slightly different things. So preserving time would mean to protect it or maintain it for a longer time. Saving time is to prevent the loss or waste of it. Hope that helps

Yes and no.
“Preserve time” is a creative, poetic, eloquent way to say “save time” (the latter being a more common experience). However, they can be used interchangeably or specifically. Each person has associations or connotations related to each of the above words; for example, I think of preserve as related to food (such as jam, ferments, etc., while save is a bit fuller and more dramatic, such as “saving a life” from drowning. :-)
