Adrian’s and Rebecca’s interpretations (below) are correct. ā€œSavvyā€ is slang, essentially meaning ā€œknowledgeableā€. To take Adrian’s example, ā€œtech savvyā€ would suggest someone who is very capable at using computers, for example, or quick to master new technologies and equipment.

Example:

I got my dad a mobile phone, but he has never used it. He isn’t very tech savvy.

The term derives from the French verb savoir (to know).

It is not really appropriate in combination with ā€œtimeā€ as being ā€œknowledgeableā€ about time is rather nonsensical, but this might be considered as fashionable corporate ā€œbusiness speakā€ along with other terms – often irritating to English speakers – such as ā€œleveraging a mind setā€, ā€œblue-sky thinkingā€ and ā€œhuman resourcesā€, (which used to be called the ā€œpersonnel departmentā€).

I've not heard the expression as such, but 'savvy' is a slang word for 'knowledgeable about', 'familiar with' e.g. computer-savvy, tech-savvy. I guess that 'time-savvy' means 'aware of the importance of time' in this context.

Time savvy means you are good at keeping up with time. I.e. knowing how to manage your time well. And maybe you are very organised and keep a good schedule to do so.

Weird phrase that I have never heard but if I had to guess I would say, especially if your translating a resume, that the person is trying to say they are punctual.
