That statement is not correct. You could improve it by saying "He throws the ball", or "He threw the ball" if you are talking about a past action.

Hi Mihiru! Unfortunately, this is not possible. The correct sentence would be "He throws the ball". Unlike German, English almost always follows the subject, verb, object order.

Subject = He

Verb = throws

Object = the ball.
