‘What’s the difference between these two words?’
Now that’s a question.
It requires an answer. A response.
It might be easy to answer . It might be easy to respond.
A problem is a situation to be solved.
Covid 19 is back. We have a problem.

"Question" can be a noun or a verb. "Problem" can be a noun or an adjective.
