What's the meaning of "for" in this sentence? But there is no convincing evidence that his plans could be derailed ***for*** the party congress and a meeting immediately afterwards of the Central Committee.

Without context, I could be wrong, but the "for" connects to "his plans." So, changing the word order: "His plans for the party congress could be derailed..." Good luck!
