—Thank you, but I've just asked the waiter to get me one.
—Let me get you a drink, then.
—Thank you again, but look, John's bringing me one now.
—I don't seem to be very useful, do I?
—Don't say that. There's always another time, you know.
ok, my question----What does the last sentence mean?

This is humour. Either you get the joke or you don't.

"Don't say that" = don't say that you are not useful.
"There's always another time" = there might be another occasion in which you can do help me or make yourself available for me
"You Know" = it's very possible (John can't always be here!) & can be a reassuring try by the speaker!

Or maybe, what happened earlier, was that this chair-drink guy screwed a chance this boss gave him, now he's apologizing.

There will alaways be another time by which you can "look useful". Maybe next time you can bring me a drink or fetch me a chair.
