「~と言(い)うか」is informal (chatty) Japanese. Formally we say 「~と言(い)うよりも」 *I feel more like lazy than busy. e.g. She is more like beautiful than cute.=彼女はかわいいというか<というよりも>きれいです。 He is more like a friend than a teacher=彼は先生というか<というよりも>友達です。

忙しいというかめんどくさい=I am not really busy, but I feel lazy./I am not really busy, but it is too much of a hassle.

My opinion It is "めんどうだ" rather than "忙しい"

というか or perhaps I should say; or, how should I put it,.... http://jisho.org/sentences?jap=%E3%81%A8%E8%A8%80%E3%81%86%E3%81%8B Technically, he is making a comment on what it is like to be in such a hurry. As in: "Being in a hurry, you know, is a ball ache."
