"shinai" is the negative form of "suru": http://www.guidetojapanese.org/learn/grammar/negativeverbs "benkyou" by itself is a noun. There are many words in Japanese that can be turned into verbs by adding (and conjugating) "suru", so "to study" is "benkyou suru" and "to not study" is "benkyou shinai".
