What does “abdicate” mean in this sentence?
“You’re abdicating your responsibilities.”
Does it mean “you failed to fulfill your responsibilities because you do not want it to do”?
Or does it mean that the person is saying to someone that “you do not need to do something any more which was your responsibility”?
Please explain a little.

The word "abdicate" have two meanings:
1- To give up for being a king or a queen.
2- Or, to refuse to be responsible for something. So, "abdicate" here in your sentence means that the person refuses to be responsible for these position any longer.

Hi,
It means that you give up your responsibility. Like you renounce to do something. If a parent abdicates all responsibility for his/her child; it means that he/she doesn't not assume his/her role anymore. He/She abdicates.
So your first interpretation “you failed to fulfill your responsibilities because you do not want it to do” is closer to the meaning of abdicate
Hope it helps...
Regards
