"Silver-lined pockets" means that the person will benefit from the lower taxes. (Think about extra coins in somebody's pockets).  It also means something like bribery or a wrong action to benefit a person.

The saying comes from the Biblical story of Judas, when he betrayed Jesus for a few silver coins.

A silver lined pocket is a pocket with lots and lots of money. I think there is reference to corruption of officials here. They tax people but instead of building schools they line their own pockets.
