If you want to do something in the future, we would allow you. If you wanted help with English for the next year, I would give you it. "Do you want to?" Yes I do- If you wanted to (if it was something you would like to do) you could, or we would for you etc Does that help?

I think it means "if you want to" now or in the future. It really is a way to say "If you want to". The speaker just has an odd way of expressing himself.

It is an offer. It suggests that their is nothing hindering a persons desires (in this case, of friendship.) If the desire exists, let it be the case in the future.

"If you wanted to hang out" is a very common phrase, kind of meaning, "If you could have been able to hang out" but with less words. English often tries to simplify sentences by using less words. A wordy sentence distracts the reader and listener more than a simpler one, but a balanced mix can be good too.
