It sounded like a witty comeback, but I don't understand. Was it a quote from stak trek series? I couldn't find any. Thanks

I think its a reference to Star trek 'Set phasers to stun'. 'Set phasers to dumb' means that when you shoot someone with the phaser, they become dumb/stupid/unintelligent.
