혀를 내두를 정도로...
Do you guys have an idea how to translate this expression in English? "to have one's tongue hang out" if I m correct, would refer to some kind of eager anticipation. Is it the same in Korean? There seems to be a nuance of surprise in Korean, especially when you see something. Is that correct?

I think most of the time we use it when something is so great/bad that we are 'blown away' or 'astonished' by it. It can also be translated as 'speechless', I think. You can use it in both negative/positive sentences.

ex1) 그녀의 그림 실력은 너무 뛰어나서 다들 혀를 내두를 정도였다.
(her drawing skills were so great that everyone was blown away by her drawings.)

ex2) 그녀의 극심한 이기심에 사람들은 혀를 내둘렀다.
(People were speechless at her extreme selfishness.)

혀를 내두르다=몹시 놀라거나 어이없어서 말을 못하다 in the Korean dictionary I just looked up.
My take: The closest I can think of in English is the word "dumbfounded."
