replying to كيف حالك؟
السلام عليكم
Today I asked a non-native speaker كيف حالك؟ and his response was إن شاء الله
Is this correct?

as my friend said maybe he heared you wrong, but this is not correct for كيف حالك ؟
In Arabic there is no 1 answer . there are a lot of answers for this question. every country has own answer, but the common answer is الحمدلله in all arab countries.
some different answers:
أنا بخير
بخير الحمدلله
نحمده ونشكره
كويس = slang
والله بخير
بصحة وعافية
تمام
كل شيء تمام

we reply mainly by الحمد لله
we many times use these phrases:
الله يسلمك = Allah ysalmak: meaning may Allah protect you
تمام = Tamam: meaning good, fine
You can say:
الحمد لله، الله يسلمك
الحمد لله، تمام
And depending on the situation, the way we reply differs sometimes
For instance, we use greeting phrases to reply to such question in some situations like speaking on the phone (Like saying: أهلاً ,أهلا وسهلا, Ahlane أهلين)

absolutely not ,
إن شاء الله تعني by god willing )wich has no sense in this situation.
he has to say
الحمد لله thanking good
او بخير
او
الحمد لله بخير thinking god i am fine
تمام - non official word means i am ok

Totally wrong, maybe he thought you said something else or you heard it wrong. Maybe he said
نشكر الله "Thanks for God"
