It is slang or more properly a colloquialism for a female "know it all". It seems sexist to most people and can be used in that manner but in general it is like calling a person a jerk in terms that are not vulgar or profane. More often than not the female in question has an overly high opinion of herself. In very few cases it can be used as a compliment. Context is everything.

Men say this to describe a woman at work who takes a direct route to get things done. In this case the prosecutor followed the correct courtroom procedure and did not act in a distracting, feminine way.
