"That's beyond bizarre to me" ??

Does the word "bizarre" here mean kind of " very" ? & Is it commonly used phrase ?

Not at all. "Bizarre" is a complex synonym for "weird/odd". If someone said "That's beyond bizarre to me," what they mean is that something is SO weird that they can't even fully comprehend or accept just how extremely weird it is.
As for its usage, I don't think you'd hear someone say this too often just because there aren't many situations where it's applicable. That being said, it's something that can definitely be used given the right context (like if you see a naked obese man in a street riding a unicycle and covered in peacock feathers; it has to be almost impossibly weird), and nobody would be confused by you saying it.

Bizarre: Strange, Odd, Weird, Peculiar, Unusual
Beyond: More than, Surpassing, Further Than
"beyond" in this case is like "very" but has a stronger meaning. It modifies "bizarre" which means "strange"
Another way to say that:
That's more than weird.
That's more than odd.
That's so odd/strange/peculiar.
