The difference is in purpose.
If you see something, it is in your vision, but you have no purpose. It just happens to be in your vision.
If you look at something, you are looking with a purpose, showing some interest.
If you are walking down the street and a car passes, you see the car, but there is not purpose - the car just past your field of vision.
However, if you see that the car is interesting and turn your head as it goes past, you are looking at the car - you have some purpose.

One must LOOK at something in order to SEE it. An old expression is: "You look, but can not see."
Similar words: "I could HEAR my teacher talking, but I did not LISTEN to him."
"Look up in the night sky. Can you see the stars?"
