Can I say (Я смотрел Москву) instead of (Я видил Москву)?
and also Can I say Я видел фильм instead of Я смотрел фильм?
I can't distinguish between both of them.

- there is little (no) difference here
Я смотрел Москву - incorrect
Я видел Москву
Я смотрел на Москву (с крыши высокого здания)
Я долго смотрел в ту сторону и наконец увидел свет.
I'd been looking at that direction for a long time and, finally, I saw the light
So here,
смотреть = look
видеть = see
Я смотрел, но не увидел
I looked, but didn't see (I moved my eyes there, but I my brain didn't get any information about the object)

Я видел Москву -- I saw Moscow (I've been to Moscow)
you can say eg 'Я посмотрел Москву' -- I take a look at Moscow tourist attractions; I took a walk around the city etc.
Я уже видел этот фильм / я уже смотрел этот фильм -- I've seen this movie before (= I know this movie)
Я смотрел этот фильм вчера вечером -- I was watching this movie yesterday evening

(Я видел Москву) is right, (Я смотрел Москву) is somehow weird. (Смотреть) in this case means literally looking at something.
You can freely say (Я видел фильм X) instead of (Я смотрел фильм X). However (Я видел фильм X) means that you've seen a movie and (Я смотрел фильм X) can also mean that you just watched a movie (Что делал? Я смотрел фильм)

Может казаться странным но все варианты в принципе верны. Допустим люди проживающие в глубинке, в средней полосе России так и скажут - Я смотрел на Москву (когда ездил к родственникам).
Yes, in some case you can say "I was looking at Moscow" because Russian is one of the most beautiful and difficult languages in the world. There are lots of dialects which you can deal with in the farthest parts of our country. For example Russians who live in a small villages and hardly ever visit any big cities will say - I was looking at Moscow when visited my relatives there.
