They both mean "the start", "the beginning", or "the origin". In conversations, you may use them interchangeably. In formal writing, "simula" is almost always the one used.

As far as I know, "umpisa" comes from the Spanish "empezar", while "simula" is its pre-Hispanic Tagalog equivalent.
