Do these sentences mean the same? 1. Several overcrowded buses passed as we were wating. 2. Several overcrowded buses passed when we were wating. thank you!

Right, like GuideDogSaint said. I'm just wondering, does it feel like if you used "as were waiting" it needs a context mentioned beforehand or an addition of something like "for one we could get on"? It seems like with "while" nothing is missing. ?

It should be - waiting If you change when to while in the second one they will mean the same.
