The former one is a noun.And the latter is a verb.

“庆贺”和“庆祝”意思基本相同，但是“庆贺”更偏向于书面语，更为正式。一般用“庆祝”就可以了。

一般地，庆贺的含义要更广一些。粗略地说，庆贺可以拆分为“庆祝(celebrate)”与“祝贺(congratulate)”两个意思。也同意楼上的，庆贺偏书面语，庆祝用得更多。
