Are these words interchangeable? Or are there specific instances when you would use one and not the other?

Зачем - это "с какой целью". Почему - это "по какой причине".
Почему птицы летают? Потому что движения крыльев создают подъёмную силу.
Зачем птицы летают? Чтоб добывать себе пищу, перемещаться на большие расстояния.

зачем? => in order to reduce my hunger and just to get more energy.
почему? => i was hungry.

Зачем - we are talking about goals
Почему - we are talking about the reason
Зачем я пойду туда? Why will I go there? What will I get there?
Почему я пошел туда? What is the reason for pushing me to go there?
