En el mejor tiempo, sueña lo que quieres soñar; ve a donde quieres ir.
In the best time, dream what you want to dream; go where you want to go. RIGHT?
sueña, USTED sueña ?
ve?? USTED va??

this sentence is a council, and therefore constructed as imperative, as an order. "sueña tú" and "ve tú" ..just imperative tense.

"Sueña" and "ve" are both in Imperative form. For "usted" you would say "sueñe" and "vaya".
