which question is correct and why:
"where the nearest restaurant is?" or "where is the nearest restaurant?"
could be both?

No, As a simple question, the only correct form is:
'Where is the nearest restaurant?'
For question forms, you have to use the word order
1) Question word 2) Verb/Auxiliary verb 3) Subject.
However, if you ask 'a question inside another question', then it would be:
'Do you know where the nearest restaurant is?'
or
'Can you tell me where the nearest restaurant is?'
In these questions, the first part has an interrogative construction (Can you tell..? Do you know ...?), while the rest of the sentence stays in the affirmative form (Subject before the verb : '...restaurant is'.
