Is 聊天 to chat (like on Facebook), or to talk to a person but not talk about anything important?

I think you can use this verb everywhere. For chat in real life or in Internet. Also you can use 聊聊, 谈谈。

yes u r right. people talk with each other by internet by telephone or face to face about anything unimportant.
