the phrase "all told"
All told, the United States has put more people back to work than Europe, Japan, and every other advanced economy combined.
What is "all told"?
This is an older meaning of the word "tell", which means "to count" (think of a bank teller).
So it's exactly as Daniel explained: in total.

In total, overall.

It means something along the lines of "after everything that could be said about the topic has been said" or "after hearing all there is to be said on the subject"
Hope this helps :)
