The singer is alone with the city, and describes the city (the 'her' and 'she' in the lyrics) as if it were his companion/girlfriend. 'I heard it in a...' To me - it means nothing. It may be local slang. Or more likely, it is just a typical song, where lyrics are sometimes simply nonsense - they just use random words that sound right.
